SCRD Update for HBCA’s AGM

Thank you to the Halfmoon Bay Community Association for making space in their June 24th AGM for an SCRD update. Below are some topics covered:

What has the SCRD been up to?

For a recap of 2024, see the recently-published SCRD Annual Report for 2024: https://www.scrd.ca/wp-content/uploads/2025/06/2025-SCRD-Annual-Report-for-2024-1.pdf

2025 off to a good start—here are some key highlights of the first Quarterly Report of 2025: https://www.scrd.ca/news/several-key-projects-moving-forward-in-the-region/

New Corporate Workplan

The SCRD has a new Corporate Workplan. This tool will help the SCRD advance and complete the long list of projects it has on the books, and help the board through the budget process: https://halfmoonbaynews.ca/the-latest-blog-1/corporate-workplan

Official Community Plan Renewal Project—engagement underway

The SCRD has undertaken the renewal of its 7 OCPs. Round 1 of engagement started on June 1st and will continue throughout the summer. This is an important project that will shape the future of Halfmoon Bay and the Sunshine Coast, so make your voice heard!

Planning staff will be at the Halfmoon Bay Fair on July 13th and will also host a pop-up at Welcome Woods Market in August.

New Hall at Connor Park

Construction of the new hall is underway at Connor Park. Estimated completion: summer 2026!

Coopers Green Park Enhancements Project:

After engaging with the community through a survey and open house, staff recommended new washrooms as the main component of the enhancements project. The board approved new washrooms and asked staff to present a concept prior to putting the project out to tender.

Boat Ramp

The boat ramp repairs project has been on the books since 2020, but has taken a back seat due to the other projects underway at Coopers Green Park. Now that the park enhancements project is progressing, and the lease of the hall is moving forward, we should see some staff capacity open up for the boat ramp project. This project is important to the HMB community, and I will work with staff to get the project into the workplan as soon as capacity allows.

Water Update:

  • Langdale Well project moving forward. Next step is to obtain Elector Approval through the Alternate Approval Process to approve long-term borrowing. Estimated Cost: $18,100,000.00. Borrowing amount: $13,181,144 over 20 years.

  • Water metering project is nearing completion, with over 80% of meters installed in Sechelt. The installation of meters has allowed staff to detect several leaks, and will make volumetric billing possible for the Regional Water System.

  • Volumetric Billing coming to the Regional Water System Users in 2027. A mock bill will be issued in 2026 to give users a preview of their first volumetric bill. If you would like to know how much water you use daily on average, sign up for the monthly water use updates here: https://www.scrd.ca/water-use/

  • shishalh Hospital Well. Test wells were drilled from Roberts Creek to West Sechelt. The test well at the shishalh Hospital is very productive and is being explored further through a feasibility study.

  • Shishalh Nation Reservoir project under development. This project is led by the shishalh Nation in partnership with the SCRD. The Nation was able to secure $117 million funding from the federal government through the Disaster Mitigation and Adaptation Fund. https://shishalh.com/water-security-project/.

Landfill update

Halfmoon Bay site options identified in 2021 ranked low and are not being actively explored at the moment. Staff is focusing on vertical expansion, horizontal expansion and waste export as long-term solid waste management options.

SCRD continues to work on feasibility studies, and will present findings to the Board for decision later this year.
